WVA LEAGUE RULES 2005/2006 (still in force)
 
To be reviewed and approved at the WVA Annual General Meeting 2006
 
  1. Before competing in any WVA League and Competition each club must both be affiliated to the EVA and have paid their WVA League, Competition and Goodwill Deposits.
 
    1. Teams are required to enter the League each season. Entry forms and fees are to be submitted to the WVA League Secretary by the specified closing date. New Teams can only enter into Div 2 of the Mixed League prior to the season.
 
  1. The playing rules that are applied will be those currently endorsed by the IBVF and verified by the EVA and WVA.
    1. The WVA has a responsibility to ensure our referees are safe and so first referees at all WVA matches are only to referee from a proper stand or at ground level.
 
  1. All players must be registered with the League Secretary prior to playing in any league or competition. One registration covers all competitions.
 
    1. All players’ names will have a WVA Registration Number which must be on the score sheet together with their full printed name. Players are to display a visible shirt number on the front & back in all league & competition matches.
 
  1. All league matches shall be of 3 sets duration using the ‘rally point’ in all sets up to 25 points (with a 2 point lead and no cut off).
 
    1. All matches must be played on the pre-arranged date specified by the WVA League Secretary. Any changes to the fixture dates must be made to the WVA League Secretary within 3 weeks of publication, together with the consent of the opposing team.
 
    1. Matches can only be postponed in the event of exceptional circumstances.
 
    1. Unless both teams agree matches shall not be scheduled to start before 7pm (Mon - Fri).
 
    1. If a team arrives late for a scheduled start time then the match will start as soon as both teams are ready, as decided by the first referee.  If the allotted time runs out then all further points for the match will be forfeited by the late team.  For example, if the score is 14-19 in the second set when the time runs out, and the away team is the late team, then the score will be recorded as 25-19 in the second set and 25-0 in the third set.
 
    1. Every home team must state a warm-up time and start time on their W.V A. contact form.
 
    1. Warm - up time is a minimum of 10 mins, provided the visiting team arrives on time.
 
  1. Cancellation. Matches can only be cancelled at the discretion of the Lge Secretary due to exceptional circumstances.
 
    1. Any team postponing (due to exceptional circumstances) within 10 days of fixture will result in the offending team paying for court hire.
 
    1. If a league fixture is not played due to exceptional circumstances then both teams concerned must inform & explain to the Lge Secretary in writing within 48hrs of that fixture date.
 
  1. Home team responsibilities are:
 
    1.  Confirming fixture to the match opponents no later than 10 days prior to the specified date, which must include date, venue, warm-up time, start time and travel directions.
 
    1. Ensuring that equipment is checked and playable prior to the fixture.
 
    1. Providing the venue, suitable equipment and officials at their own expense.
 
    1. Officials will consist of a 1st & 2nd Referee, Scorer & at least 2 Line Judges, as a basic minimum for any League match. At least the 1st Referee should be qualified and registered with the EVA.
 
    1. Providing a visible score-board.
 
    1. Booking a minimum of 90 minutes per single match, which includes a warm-up and start-time.
 
    1. Completed score sheet must be posted to the WVA League Secretary within 5 days of match.
 
  1. League Points, one point will be awarded for every set won.
 
    1. Two points will be awarded for every match won.
 
    1. Opposing Teams failing to turn up for a scheduled fixture shall forfeit all that fixtures league points to the other team and face possible disciplinary action by the WVA Executive. Court hire costs will also be charged to the offending team.
 
  1. Promotion, Relegation and Play -off’s. The winner of the Premier Division will be the Mixed League Champions. The winning team of Div 1 and Div 2 shall be promoted. The bottom team of Premier Div and Div 1 shall be relegated.
 
    1. Play off’s, in the event of 2 or more teams being equal on league points on completion of fixtures, the following will apply in order.
                                                               i.      Number of matches won.
                                                              ii.      Number of sets won
                                                            iii.      Number of sets against.
                                                            iv.      Points difference.
                                                             v.      If still equal then the League Secretary will arrange a play-off.
    1. Between seasons the WVA Executive may need to adjust the divisions to achieve a balance in the number of teams. This may involve further promotions or relegations.
 
  1. Registration of players. All players must have paid their registration fee, prior to playing in any league match or competition to the WVA League Secretary.
 
    1. Teams in both divisions will be allowed to include male, female and junior players.
 
    1. A current list of registered players registration numbers and Premier/Div 1 nominated players will be maintained by the WVA League Secretary. Current lists will be published to the clubs on a regular basis.
 
    1. Players must be registered to play in either the Premier, 1st,2nd and or the Ladies and Juniors league.
 
    1. Late registration. Clubs may phone register a player no later than 24 hours prior to the start time of a scheduled fixture. Follow up registration slip and fees must be posted to the WVA League Secretary within 24 hours of phone call.
 
    1. No Player may play for more than 1 club within the W.V .A. Mixed League & / or Competitions.
 
    1. All player transfers between clubs must be approved by the W.V A. League Secretary.
 
    1. Team Captain’s/Coaches must include their team players full name, printed and their WVA Player Registration Number on the match score sheet prior to the match commencing.
 
    1. Player Short System Optional use of 4 maximum nominated Premier and Div 1 players per team may play in Div 1 or Div 2 respectively, but only a maximum of 2 nominated players in any one lower Div fixture. An 8-match limit per 4 per season shall apply.
 
    1. Nominated players’ names cannot be changed during the season.
 
    1. The player short system will only be used as a last resort and not to boost the strength of the lower Div team. A team is deemed to be strengthened if a player registered from a higher division is played. Any abuse of this system will lead to disciplinary action by the W.V.A. Executive.
 
    1. A Premier Division registered player may not play in the 2nd Division. There is no restriction on players playing above their registered division.
 
    1. Two teams from the same club in the same division (Premier or First Division) will nominate an A team and a B team, with the A team being the stronger team. The Player Short System will apply to the teams.
 
    1. Two teams from the same club in the 2nd Division must register separate teams but may exchange players as necessary, within the spirit of the game.
 
  1. Player Discipline. A player or coach will be charged with 3 disciplinary points if he/she receives a penalty (yellow card), 7 for an expulsion (red card) and 10 for disqualification (red and yellow cards). If a player or coach accumulates more than 15 points, they will then face disciplinary action by the WVA Executive.
 
  1. Club Discipline. Any club /team failing to conform to the rules of the association, league competition or being consistently unreasonable shall forfeit league points, be fined or even expelled from the association and/or league, at the discretion of the WVA Executive. In all cases the club or team concerned has the right to appeal in writing to the WVA Chairman within 7 days of being notified of expulsion.
 
    1. Any club/team expelled from the league/association will forfeit all it’s goodwill deposit and all their matches played will be void.
 
  1. The following breaches of the rules carry penalties (see paragraph 13):
 
    1. Failure by any club to attend a WVA AGM or General Meeting.
 
    1. Failure to reply to any WVA written communication within the specified closing date, ‘when requested’.
 
    1. Failure to give notice of fixture postponement of a league match to the opposing team & Lge Secretary, due to exceptional circumstances.
 
    1. Postponement within 10 days of league fixture.
 
    1. Failure for a player to display a visible shirt number in any WVA League or Competition.
 
    1. Failure to provide home team responsibilities.
 
    1. Failure to arrive for a scheduled fixture.
 
    1. Playing or attempting to play an un-registered player.
 
    1. Abuse of nominated player short system.
 
    1. Failure with follow-up registration slip and fee after late registration.
 
    1. Failure to return completed score sheet to WVA Secretary within 5 days of match.
 
    1. Failure to inform opposing team of any change of venue & start time of match.
 
    1. Failure to inform the WVA League Secretary & opposing team of any postponed fixture.
 
    1. Any other offence which in the opinion of the WVA Executive contravenes the spirit of the rules.
 
    1. Failure by teams involved in an un-played fixture, who have not informed the Lge Secretary in writing within 48hrs of that match.
 
  1. The penalties are as follows:
    1. Rule 12d   =   Court Costs.
    2. Rules 12a, 12f, 12o   =   £5.
    3. Rule 12g.   =   4 Lge Points +Loss of Match Points +Court Costs.
    4. Rules 12b,12j, 12k, 12l, 12m,12e   =   £3.
    5. Rule 12h.   = Loss of all match points for that lge match or withdrawn from entered competition.
    6. Rule 12n,   =   Up to a max of £15 or/and a deduction of lge points.
    7. Rule 12i.   =   2 Lge Points + Loss of Match Points.
    8. Rule 12c,   =   2 Lge Points + Court Costs.
 
  1. Teams are urged to make every effort to resolve and settle disputes between themselves at the time of the dispute.
 
    1. Both teams must inform the referee immediately after the match, that there is a dispute.
 
    1. If not resolved at the time, then the dispute must be referred to the WVA League Secretary within 7 days of the disputed match date.
 
    1. A copy of the dispute will then be sent by the WVA League Secretary to the opponents who then have a further 7 days to reply in writing to the WVA League Secretary.
 
    1. The WVA League Secretary has the right to settle all disputes subject to any appeal and including those not in the rules.
 
    1. Teams wishing to appeal must do so in writing to the WVA Chairman within 7 days of being notified by the WVA League Secretary decision.
 
    1. The WVA Chairman will then convene a WVA Appeals Meeting to resolve the appeal. This meeting will also include a representative from each club/team concerned.
 
    1. The WVA Executive’s decision is final.
